From the Archives: A French refugee or a German spy?

" AT the height of the Second World War, Antoine Scipion-Bouvier was one of a host of alien visitors to the UK required to register with police so their movements could be monitored.

But the discovery of his record card in an old file of alien visitors records by West Midlands Police at Lloyd House is intriguing.

For Dave Cross, curator at the force’s museum at Sparkbrook Police Station believes this Frenchmen was suspected of being a spy.

At a time when it was feared that foreign nationals could be working with the Germans, Scipion-Bouvier landed in the UK around December 5, 1940, and appeared to be wearing a French naval uniform.

His Alien Record Card shows he landed at Newlyn and was picked up by the authorities, possibly even by Dad’s Army. He was given permission to land on the condition he reported at once to the police and did not leave Penzance without the permission of the Chief Constable and Immigration Officer. However, he was detained.

Mr Cross suspects that immigration officers and police could not clearly identify the man and detained him because of fears that he may have been a German spy or a Frenchman colluding with the German invading army.

During his detention in 1941 he applied three times for permission to transfer to London, which may have increased suspicions of his intent.

It was not until August 1942 that he was released from detention to Birmingham and lived in Aston, Kingstanding and Sparkbrook.

However, his earlier detention may well have led to a liking for alcohol because in November 1942 at Birmingham Police Court he was fined ten shillings for being drunk and incapable and in breach of a curfew and bound over £5 for six months. He was also found “doing an act calculated falsely to suggest he was in service of a foreign government” although the case was dismissed. There are other drunk and disorderly entries on his record card. He was eventually deported from the UK on September 14, 1945, on the SS Worthing from Newhaven.

Mysteriously, the deportation order was cancelled over ten years later in April, 1956."
